sandblasting bicycle shop

Hi, sorry I had no idea which sub forum this should go in, shopping, transport etc.
I had my bicycle powder coated in clear 2 years ago when I started traveling. The powder coat has failed and is rusting underneath. I need a " high quality" shop that understands thin walled chromoly to sandblast the frame. (Udon, khon Kaen, korat) After that I believe it will be easier in Thailand to just have it painted with good automotive paint. I don't think that will be a problem. My biggest fear is the guy holding the sandblasting gun. Any suggestions, a shop that speaks some English would be good as my translator does not do well with metallurgy and other things technical.
